1. Market and risk
Demand, competitors, tenders, and political and security risk. Honest go / no-go, including where Ukraine work should be run from Romania for the first 12 to 24 months.
2. Operating model
Distributor, representative office, SRL, TOB, joint venture, or consortium. We pick the lightest legal form that still lets you invoice, hire, and win work.
3. Entity and compliance
Company documents, tax ID, bank, labor contracts, and statutory filings. Romanian and Ukrainian counsel on our roster, not a Google search after you land.
4. People and sites
Hiring, work permits, housing, and an address that is real. Language support, security, and base or industrial site access when the mission requires it.
5. Partners and pipeline
